Seatbelt not working properly [No blinking or buzzing]

Hello,
Since i got my 1995 RX-7 in the 2018 i had this unusual issue.
It's a RHD car directly imported from Japan and it has no airbag driver/passenger.
I have a weird problem with my seat belt. The driver belt does not stay tight on the chest. if I move forward a little, it gets stuck in that position. To make it go back I have to pull gently by hands and it comes back tight to the chest. I bought a used one and same result.
I also realized that after key on, the seat belt light goes out after few seconds without putting the seat belt on. No blinking or buzzer too.
What is wrong? May they have bypassed the belt check (something about the CPU2?) and that is why it gets stuck? What can i check?

Look under the driver's seat or pull it out and see if the wire that goes to the buckle is connected or grounded to bypass the connection. Regarding the belt retractor behavior you can try replacing the unit or testing operation per the factory service manual- a scanned copy is available for download from multiple locations and there are links in the FAQ.

Yep, the single wire under the seat if unplugged disables the seat belt reminder.

Look around on Youtube, there's videos on fixing seat belts that don't retract. Basically you pull the seat belt out as far as it goes and soak it in soapy water to clean it, a dirty belt can stick and not retract properly. Also there's a company in the US that rebuilds seat belts, there's been discussion fairly recently on that in the forum, that may be worth checking into.

Here I am.
I'm testing right now the car.
I discovered that if I'm in key off the belt works properly, if I turn on the key on the belt don't retract untill I pull a bit more gently. Well if I turn the key off while the belt is stuck, I hear a click in the belt retractor and it unlocks.
So there's something strange. I mean the retractor lock is activated when the key is on.
I removed the seat and it has a 3 pin connector.
I tested the lock system and it works correctly. It switches the signal when the buckle is in.
I also removed the CPU2 but there's no tampering sing.
What can I look for more??

There's absolutely nothing electrical to the seat belt mechanism that could do that. There's just the sensor that goes into the latch on the seat, that's it.

The seat belt retractor has a two wire connector that actuates the internal lock. This is my driver seat belt.

And the buckle lock has an internal switch which tells if the buckle is in ore out.

I figured the US cars had the seatbelt ELR setup too, but couldnt find anything in the 93-94 manuals. My JDM 92 has it.

It's a first '95 production.
I didn't find anything too on the US workshop manual.
If you could send me the JDM wiring diagram, it would be great!!
This wiring diagram is really interesting. I should check continuity between the seat floor connector and the seat belt two pin connector.
There is also a wire that goes to the 3 pin switch ( the seat lock) but where does it come from?

Here I am again. I did all the tests that were on the workshop manual and everything is ok.
I'd like to know if the seat belt pretense is wanted or if there is something that escapes me.
What can i do?
