Rotary Extreme V-Mount

I was wondering if anyone knew if the Rotary Extreme V-Mount intercooler/radiator/air intake combo is emissions legal in California. You see, I would just bolt on the stock parts, go get it smogged, then put the V-Mount kit on, but my car was bought as a theft recovery and is missing the factory intercooler, air intake, and the aftermarket Fluidyne radiator has a really bad leak. I wanted to just go ahead and buy the V-mount because I didn't want to buy the factory parts. However, I might have to if the V-Mount isn't emissions leagl. I will get the V-mount anyways, but I just don't want to have to buy the stock parts if I don't have to. So any info on whether or not the Rotary Extreme V-mount is emissions legal in California would be awsome. Thanks.

I'm sure Chuck will chime in sooner or later, but I seriously doubt that the V-mount is CARB-legal (otherwise he'd probably advertise that fact on his site). Any manufacturer wanting CARB approval for their product must submit a ton of paperwork, undergo inspection and testing, and pay a large fee in order to be legal to the letter of the law.

There has been talk lately that upgraded intercooler mods are legal in California. I read a very imformative post somewhere.


Maybe someone can chime in.

There isnt much for a RX7 thats carb legal and ok to run in Cali lol

I think if that actually was true, SEMA would've announced it with much fanfare, since they're constantly butting heads with the EPA and CARB, and it directly affects many aftermarket manufacturers.

I didn't mean it went into effect or anything. I just read a story where some guy had to go to a state referee for his smog and they found his intercooler was legal because it did not affect emissions.

hey fast turbs, I have a stock airbox, intercooler, and all the panels and hoses that go with it sitting in my garage. PM me if you want to buy it off me everything is in perfect condition

In order for an intercooler to be considered "legal", it must be on the "approved" list of "Executive Order"-exempted aftermarket products. Here is the list of intercoolers approved for use:

At this time, I only see the Greddy and HKS ICs on the list for the FD.

There are also lists for various other aftermarket components like air intakes, etc. Unfortunately, as is typical with big government, just because your product technically does not affect emissions means that it is legal; you have to pay to play, despite stories, rumors and half-truths to the contrary.

Actually now that I think of it, it was about aluminum intake and intercooler piping that is now legal to use instead of stock rubber crap.

Do it once and do it right. Don't spend your money on two sets of ICs, radiators, etc.
I'm not sure myself so someone go ahead and correct me if I'm wrong but I doubt the v-mount setup will affect the actual sniffer test too much. My advice to you is go with a V-mount now and be done with it. There are some smog test stations that don't care about visuals as long as you can pass the sniffer. You should be able to find one.

I e-mailed Chuck awhile back asking about his V-mount IC being CARB legal and he said no and it wasn't going to be. IIRC, he had to have his setup tested for a CARB EO# and the costs were too prohibitive.
