rock solid 1200rpm idle??
Just brought my car outta storage for the year.. replaced plugs, wires, coolant, tires, the battery and oil. And for some reason its idleing at around 1200 rpms. Its smooth as a babys behind(ie not lumpy) and makes great power. Any ideas as to what could cause this? TPS?

Also, if you had the throttle cable off its bracket, it's real easy to reinstall it with the jam (cable-adjusting) nuts off a turn or two - it's not obvious that the cable doesn't fully return. Don't ask me how I know...

Still can't seem to find out whats causing this.. The car still idles at 1200 rpm's but now it also likes to stick around 2100rpms on deceleration. Could this be a vacume hose issue?

A vacuum leak will cause a high idle, so it could be a hose problem, or a leaky TB-to-UIM gasket, or any other gasket after the TB.

Eh, I have the same intermittent problem depending on what kind of mood the car is in. I have no obvious issues (vac leaks, etc), and sometimes I can get it to idle right if I disconnect the IACV and open the upper adjusting screw up a little bit. I'm pretty sure I've got a stuck or malfunctioning IACV. PFC is set to 1000 RPM, 1050 A/C, 1020 E/L, IIRC.

I have the same problem. But in my case, I took off the UIM and put it back on. Might be a leeking gasket.

My guess is a leak somewhere...pick up a can of brake cleaner and get trigger happy But I'd check the idle screws first tho.
Also...did you take apart your TB by any chance? Mine was taken apart to get polished, and when it was reassmbled, the blades weren't closing as much as they should, leaving w/ me a rock solid 2100rpm idle.

Will the idle drop lower than 1200 if you pull the gas pedal away from the floor with your foot? If it is, then I think I know the solution.
Mine showed these exact symptoms after changing plug wires (and removing the UIM to inspect the coil packs). Adjusting my throttle cable tension fixed this. It's the two 12mm nuts on the bracket on the front of the TB.
