Block off plates are used when you are elimating parts from your car. For example, if you are eliminating your EGR (Exhaust Gas Recycler), then you will need a block-off plate to block-off the holes on LIM (Lower Intake Manifold) where the EGR used to be. Other things you can eliminate are the ACV (Air Control Valve) and AWS (Accelerated Warm-up System). Eliminating parts from your car won't add much performance, if any. It's just to simplify things.

I say, "If it's not broken, then don't fix it."
They aren't worth it unless you work on your own car and you want to simplify things under the hood.

You can see the things I have eliminated in my sig. I got rid of them, because I was doing a hose job, and I didn't feel like putting everything back together again.

GET rid of things you do not need before they break Cleanup the mess in there and it will be easy to work on .Just make your own plates for free.

I use 1/8 inch aluminum for little things, and 1/4 inch aluminum for bigger things. The 1/8" is much easier to cut out, but you will have to use multiple washers if you want to use it for some parts.

Or you can take out the studs and buy new screws. That's what I did with everything except the EGR.
