This race has been run before. Best Motoring did a special on it in Feb. 1999. I have the video. The Type S-0 NSX was a hair faster in the 400m (photo finish) than the 1999 RX7 RS. In the 4 lap road race, the RS kicked the NSX's butt, but the regular 97 RX7 lost to the NSX. All of the drivers agreed that the RS was the epitome of the true sports car. I have the video if someone is willing to host it.

here is how it breaks down:
93-95 US spec RX-7 vs. 93-95 US spec NSX. winner = RX-7
93+ J-ec RX-7 vs. 93+ J-pec NSX. winner = NSX
the J-spec NSX is the fastest Japanese car in a straight line currently in Japan, as stated in a Japanese race video with translations at the bottom.
the J-spec NSX will always beat the J-spec RX-7 if they are the both the same year.
the US-spec RX-7 will always beat the US-spec NSX if they are the same year, which is only 93-95.
got in now??

"With the exceptions of top speed, speed at the end of the quarter mile, and 0-30 and 0-40 mph times, our RX-7 R1 beat the Acura NSX in every objective performance test--and costs about half as much." ------ Motor Trend 4/92

And NSXs aren't near as fast at a road coarse.
Up here they get no respect. Fastest stock NSX I've ever seen run was a 14.8

Actually I have the road test of Best Handling Sports Car by Road and Track with Danny Sullivan driving. The FD ended up 2 sec faster than the NSX. And guess what, NSX wasnt even 2nd or 3rd. Porsche 911 and VR-4 beat it. Go Mitsuboatshi

I've never heard of a stock NSX running 12's under any conditions.

I have a japanese video...
...Of a 5 lap race between RX-7 RS, NSX S-Zero, NSX S, R-33 GT-R, R-34 GTR, Lancer RS, and Lancer GSR. I don't know if it's the same one as above, but it's pretty sweet. In 5 laps the RX-7 wins the race passing the NSX S-zero, and the R-34 also passes the S-zero. In the time attack the R-34 is 1st, with the RX-7 second, the lancer RS 3rd, the S-Zero 4th, and so on... For the money the NSX just can't compare
-Brian
BTW - Notice the RX-7 is the only one without 2 models in the race... the RZ would destroy even more, and these are J-spec cars, lol.
