non sequential but only 5 psi?

hey guys
i recently finished a non sequential turbo conversion and i started it and took it out for a test drive and she can only boost to 5psi. even with a boost controller from greddy. the boost controller is hooked up properly becasue initially thats what i thought it was but it wasnt. it pulls hard. but it only reads 5 psi. the only thing i didnt think i did when installing the block off plates was putting sealent on the plates. i followed the pictures from this forum to do the non sequential conversion for the vacuum lines and i used rotary ressurections pictures to do the modification to the turbos.. i checked for boost leaks and i came up with nothing. so im stuck.. i want more then 5 psi. its kinda embarrassing. especially when it was sequential i could get up to 15 psi no problem... any suggestions would be great.
now that i think about it the car doesnt idle that well and it smells rich and to start the car you have to have your foot on the accelerator all the way.
theres no variations in the boost either.. its always a strong 5 psi. no dropping off or anything. 5 psi till redline.
im startign to get a little frusterated cause i even tried replacing the turbos and it still only boosts 5.
any suggestions would be awsome..

Do you have a PFC? If you dont have one did you install the resistors needed if you have the stock ECU still? They should be at 7psi I think if you didnt add resistors I think but I'm not 100% sure because I had the PFC already when I did my conversion.

how do you have the boost controller hooked up? in-line with the wastegate actuator?

Disconnect the wastegate actuator vacuum line. Give it 1/4 throttle, then 1/3, then 1/2, etc. try to see if it will go over 5psi. Don't be stupid about it of course. If it doesn't ever go over 5psi no matter what, you could have the wastegate partially open, or a boost leak somewhere.
