What does "J-spec" have to do with anything? The short blocks are the same, it would be just like buying a used motor from here.

In my opinion you are going to want to get that motor opened up, inspected and 'refreshed.'

Installing a motor where you really don't know (a) the mileage, (b) the history of oil changes and peak temps reached and (c) the actual compression results is (again in my opinion) asking for trouble.

inspect and replace whatever is out of spec (side/corner/apex seals and springs, oil control orings) and replace coolant orings, dowel pin orings.....basically a rebuild

There are threads out there if you search. You have lots of options in Cali, but they pricey. You'd be better off shipping your car to another state to have the work done.
