Incessant Sqeaking

I've been trying to fix a belt squeak on and off for about six months now to no avail. My tensioner pulley on the AC/PS belt squeaks proportionally to engine RPM. It isn't a constant squeal, but more of a fast eep-eep-eep-eep-eep. Things I have tried:

1. Buying a new pulley (with bearing). Did not change the problem.
2. New belt
3. More tension
4. Less tension
5. Changing the pulley direction so the flange is on the inside, rather than on the outside. Did not change (and I just left it like that).

I'm stumped! I'm 99% sure that it is this pulley, as it sounds like it is coming directly from it. I've even used a stethoscope (on the bolt) and a tube to isolate the sound.

Any ideas on what I can try next?
