if compression is ok, can you still need a rebiuld?
I'm down in power by 10-15%. I am going to get a compression test.
Are there other issues that require a rebuild even if the compression checks out?
I have no visual emissions other than the white stuff at start up. It dissapates beyond 6-8 inches so I think it is just water vapor.

Yes there are other things that require you to do a rebuild besides bad compression. Like warped housings and bad water seals... But I think if you had either of those it would spew coolant after you parked it and let it sit. Your motor sounds alright to me from what you said, that is if the compression test checks out. But don't rely on me for your sole answer, you might want to check with some place that specializes in 3rd gen rx7's too...

If you have good compression, it would be hard for there to be a problem with your motor. There are lots of people who have low compression and their cars still run great, but I've never heard of a person with good compression and a blown motor. I suppose mildly blown O-rings can still give good compression, but not for long. A warped housing (or warped anything) would definitely kill your compression. If you check out on the compression and still have a power problem, it could be a ton of things. First check the boost, if that checks out, you could be misfiring, have a clogged air filter (or clogged cat, or clogged anything for that matter), broken thermosensor, or other things I haven't thought of.
