You might want to post this in the single turbo section. Some of the parts you'll need off the top of my head (I'm sure there's more):

turbo unit (and you'll need to decide which particular one based on its strengths/weaknesses)
manifold
DP to fit
MP, CB (if you don't already have them)
intake (if you don't already have it)
wastegate, BOV
PFC
boost controller
injectors
fuel lines, rail
fuel pump
FPR
And plenty of tuning $$ and time...

Don't forget:

*intercooler
*custom piping (unless going with Greddy kit and Greddy IC or similar)
*Greddy elbow
*oil and water lines and fittings for the turbo
*possibly 3-bar MAP sensor
*heat shielding/wrap

I think block-off plates are about the least of your worries! Besides the only BOP you really NEED is the EGR one if you have a 93-94 car -- the others are only necessary if removing other systems, which is optional.

and possibly new belts to get rid or your airpump and anything else you want to get rid of, and all sorts of small **** like hose clamps, fuel line, possibly new clutch boost guage.. the lists goes on and on
