1 Power FC & commander
2 N1 style catback or Racing beat dual if you like the stock look
3 Intake, Apexi is nice for open style as long as you dont plan on a large SMIC later. M2 style for cold air style if you want to eat up a chunk of that 3K
4 A real good set of tires. Assuming you don't have a good set. A lot of people over look good tires as a helpfull mod.
5 If you shopped wisely you will have change left over for Vac lines. ( you do the labor ), AST custom(cheaper) or namebrand, New spark plugs, change your oil, filter and coolant.
6. Buy some 3M car care products and use them.

silicon vacuum hoses -$200
y-pipe -$250
aluminum rad. -$450
fuel filter -$40
plugs and wires -$80
that should get the ball rolling on some of the 'older' parts that are likely to fail.
The just decide what you want, you may want more speed, you might want some better looks. But just remember not to get too many 'go fast' parts without getting an ECU!

Fuel filter, thermostat, plugs, wires, fluid change on diff, trans and brakes.
The above depends on how long since they were last changed of course.
I'd go for a boost guage, temp guage, cat-back, good brake pads (like Hawk HPS), still have more $$? Go for a ECU and a intake (get closed box type), and then an IC.
Becareful modding your car, you could just get a complete M2 stage 3 package for $3500 - downpipe cost. The problem with doing just those mods is that the rest of your car needs to be taken care of before you go for the big power. Also big power without control (good tires and brakes) will lead to a wrecked FD.
I personally know a guy that put coilovers on his car but had cords showing on the tires and holes in his muffler. Stupid, stupid...
