I think to change the bulbs in the '99 fogs, likely you needed to undo the three bolts, for each light, that attached the bracket to the bumper. Then you remove the bracket from the light, and open up the screws on the back. Note well how the bulb is held in place before you remove it, so you remember when you put the new one in.
As you have a '99 spec. make sure you understand how the coils position was changed after 1995. Local mechanics may try to hook up the coil harness and plug leads according to the USDM FSM. This can cause the firing order to be messed up, possibly leading to detonation.
Yeah, some of the bolts just look hard to get to...I just have to dive in and figure it out..."project" for this weekend.
Noted on the firing order...actually planning to do plugs, wires, fuel filter and fuel pulsation damper next month...and fortunately, my buddy helping me has had a 99 FD for 7 years so he knows his way around these things.
It blinks. You have to count the blinks, long and short.
Then check the FSM for what the code is signalling.
Before you had to do this with a hand-held LED light and a jumper wire.
The guy has put that into a 3D printed little black box.
It makes it easier and convenient.
I have used mine on several Spirit R recently. it took less than 5 minutes to "Read the codes".
I don't know if it works with USDM ECU, but as you can also read the USDM ecu by hand, it may well.
The USDM and JDM codes list are substantially the same.
As we have discussed elsewhere, JDM did not have a check engine light. Instead, if your car started to run bad, you were instructed to take it to a dealer.
The dealers had bespoke code reader devices which almost no one has here in North America.
Friend of mine recently moved his shop and had a grand opening in conjunction with the local brew house. Finally gave me a reason to knock the dust off the car and take it out. Love bugs are still out and they love white cars unfortunately.

I have provided our local shop with a scrap 13B for young techs to train on.
He doesn't really do work on customer cars. He mainly sells and rebuilds turbos, parts sales and other services like injector cleaning etc. So its not a full service shop. He does plenty of work on his own toys though. Boost Lab, Inc
I've hassled him for years to work on a solution for our factory twins like what BnR does but he doesn't have the time. He has grown so much his regular services keep him more than busy which is a good thing for him.

I've got mixed feelings on it. For some reason I don't like the back part of the car, its too flat and bulky looking going up to the back window and seats. Just doesn't match the rest of the flow of the body. I've seen a couple with wings which helps but its just too out of place for me. It is a bummer they only made them in N/A but they are so easy to swap or even run a DET in there.
