Why do I have a telescoping steering wheel?

When I pull on my steering wheel it moves back about a half of an inch. The shaft is moving inside the steering column.

I bought the car like this.

Anyone know what it could be? I have the thing apart and can’t see anything that needs tightening.

Thanks,
Jason

two bolts holding the steering column up to the car's body and dash are loose.

Pull the column cover and you should see the two bolts pretty easy

Those two bolts are tight.

The shaft is moving inside of the steering column on the axis of rotation.

Hmm, I'll double check and see if anything else can cause this.

Are these tilt wheels or normal?

If the car was in a front-end accident, the steering column can crushed a little.
