I think he is asking 2 seperate questions, not "how much hp can you have and still pass emissions."

one possible answer is....250HP...dont pass emission
or
250 HP with vett air pump and haltech passes emission in so and so state

500HP, so illegal that im afride to drive it on the road....

I never had a dyno test, so I don't know what I put down. It couldn't be very much. I have mostly stock. Just a simple catback and K&N box filter. Had no problems with emissions, but I was afraid I wouldn't pass, but he said I did and I got the hell out of there. I went to the Downers Grove emissions place. I live in Bolingbrook, IL, just like in The Weatherman, so it's a 12 minute drive. Driving conservatively for a long while helps. I wish all states didn't have emissions.

Here in TX, they just have emissions testing on cars 25 years old or less. (meaning that all 2nd gens still get tested)
My only street-legal rex is a TurboVert. It has quite a few mods, but I think the only emissions related mods (aside from full s5 TII swap) are HKS Exhaust, Turbo (16psi), turbo timer and boost controller; as well as K&N Open air intake, HKS spark plugs/wires and a front mounted intercooler. It's putting about 280 to 300 hp (estimate) to the ground and still passes emissions testing (and still has quite a bit more that can be done).
If you don't particularly care about the engine(or cost) too much, I have a friend that essencially gutted the whole engine bay on his 89 TII. It now has a supercharged Chevy 383 V8 w/6-speed transmission (engine is a longblock crate motor from Jegs and tranny was pulled from a WS6), Ford 9" LSD, K&N cold air intake and dual pipe Borla exhaust system. He's putting a little over 650 hp to the pavement and his Rx7 is still totally street-legal, while pulling 10's at the track.
Of course it really all depends how your state deals with emissions. Some states may require that everything remain stock (or newer) where others like Oklahoma dont even test for it at all. Your best bet is to find out what your state allows and see what other locals have done to their cars (rx7 or otherwise).

I and others have had TII's pass with port jobs with most other emissions equipment remaining.
I just met a 1st gen owner with an S5 TII swap run by an e6k. Engine had a port job, hybrid turbo and larger secondaries. He still passed pass smog and made ~330rwhp iirc.
Passing the visual is the most important part because if you can't even pass that part, they won't hook you up to the machine in the first place. Your ports don't have anything to do with passing.

yeah im all stock except for an open air element intake, ghetto zip tied secondariesand a test pipe.... numbers wise... no idea, but i do know that i break sweat whenever i roll by any pig... also because i dont have a license, or insurance, or front license plate, or cats, or tail lights.... been lucky so far and thatll alll change soon(getting everything fixed here really quick). by the way im in sacramento so the cops out here are really close friends with the cops in stockton who learned how to find modded cars and how to correctly ticket them WHICH IS AN OXYMORON SINCE ONLY A TRUCK UNIT OF THE CHP CAN LEGALLY DO THIS(its in the penal book i read a week ago)! ****** pigs theyll pop your hood out here if you got a different paint job than stock... the only good ones are dead ones... but thats only cuz ive been fucked over and beaten up more times than a pornstar hooked on crack. besides... in places like this city you learn real quick there are alternatives to legal smogs(like russians with smog shops)... hard to find but no questions asked and all is good. anyhow.. everyone take it easy... later...

He implyied that there are larger factors than the size of the ports, granted at a certain point the port size DOES largely affect emmissions.....but that also depends on how tight your local standards are
