Simply put:
-remove as much weight as possible
-turbo

What you said will make some gains, but if you want serious performance increases your most practical and affordable options to do so will be what I mentioned ^^^

www.racingbeat.com <---- Full exhaust... springs... etc Kinda the favorite around here. Correct me if Im wrong , but I believe they are the only manufacturer to offer a true dual system for the FC.

http://rx7.com/store/rx7/fcexhaust.html#Catbacks <--- more exhaust components of different brands, you must frankenstein yourself. (no full header-muffler kits)

I'll assume its an S5(89+)... So heres the Factory Service Manual (FSM) If you dont already have a link to it...
http://www.cochran-racing.com/FSM/s5/index.html
If its an 88 than its an S4
http://www.cochran-racing.com/FSM/s4/index.html
You'll need that sooner or later.

If you have the money...yeah a turbo swap would be the way to go. However ,the FC doesnt need a turbo to be fun. If its handling good and running smooth they can be a blast. If I had a vert I would be happy just to put the top down and enjoy the ride.

if this car was previously used for autocross why are you needing to do all this work to it??? what your describing is a beat down very that the last owner drove hard.

i don't think streetable means what you think it means.

what happend to the stock bbs that came on it??

A cheap intake and a catback exhaust will probably give you what your looking for. Ignore the turbo idea, you said your on a budget and that's not gonna be for you.

Its disputed around here, but I would not recommend a cone style intake over the stock set up. Without major performance modifications to the engine, there isnt a need for it. The stock setup is sufficient. Just drop a K&N filter in there and your set. The K&N cone setup I had didnt make any noticable power, roughed up my idle, and sucked in a lot of hot air.

Mazda did their homework on the RX7.

IIRC, the K&N filter actually doesn't flow as well as a cheapy paper filter. You're right about the cone filter, though. Making a cone filter work for these cars requires more modification than you'd think to improve it over stock. I've got a vented headlight cover, Mariah cold air box, cone filter, and I still see only a moderate improvement in throttle response and negligible power increase.

As for the OP, if the car's been beat on a bit, I'd make a tune-up your first priority. Change all fluids, etc. Vert wheels can usually be found for relatively low prices in the wheels for sale section. I haven't seen any as of late, but you shouldn't have to spend more than a couple hundred even with shipping.
After you've done your tune-up, look into a catback exhaust, maybe gutting the catalytics, maybe new shocks, definitely new tires. While I don't believe there's much weight that you can remove, it doesn't hurt to try. YOu can probably afford to lose A/C, since it's a vert.

Assuming you don't have to worry about emissions testing:

1. Get the Racing Beat Header and Presilencer combo $457. It's a bit louder, but will definitely improve HP. Don't bother with the catback, it's too much money for the HP in a budget scenario. Also, the loss in weight from the cats is good.

2. I agree with DHIII that the cone intake won't improve HP, but it will make things cleaner looking and drop a couple pounds. Plus it's fun to do for cheap.

3. Go find an empty parking lot and try some hard cornering before investing in springs. You might think the stock is sloppy, or you might be amazed that you can't get it to lose traction.

4. Detail it to death. It's cheap and makes you feel like it's younger than it is.

Cheers!
