what causes slow reving

Its hard to say what the problem is from here. The idea of trying a compression check again is a good one. Even pulling the lower plugs and holding your finger over the hole while someone cranks the engine over, should give you a clue if a apex seal has gone south. Just compare the front rotor with the rear rotor. They should feel the same as you crank over. If ones bad, it should be self evident compared to the good rotor. Would be a big difference in how your finger is blown off the hole compared with the good rotor.
How about the lead ignition having gone bad? Maybe just running on the trail coil assy. I'd do the compression test first, though. Maybe thirty minutes of your time vs worrying about what it is.

does the ECU have a "limp home" mode? My Civic did that when the distributor took a dump and it ended up throwing like 3 codes, then went into limp mode (wouldn't run otherwise).. wouldn't rev over like 3500 rpm

im still having the same trouble i havent done that second compression check, but i have removed the remaining emissions (air control valve, egr, solenoid rack, air pump spit air pipe, and the bac valve) hoping that some how that would fix my problem.

I hope you are right about the ecu. If anyone knows if this happens to rx7 ecus let me know. If I dont get any feed back im going to ask my local mazda dealer and see if they know anything about the ecu, but they will more than likly be no help.
