tranny oil spilled outta speedo hole

took out my speedo from the tranny and tranny oil spilled out, im wondering does that mean it was over filled or is that suppose to happen? need to know if i need to add more oil in the tranny.

There is an oring there that needs to be replaced and it would be good to check the fluid levels once after

o ring? didnt even know, there wasnt one on my car and the one at the junkyard.
