WA Sticky emissions situation

heres the situation:
My 86 NA decided not to start a few months ago so I decided to swap in a j spec TII. My tabs are up and cant get any without passing emissions. the engine is not swapped but will be within the month. I cant find an affordable downpipe with cat, which is what I need to bolt up to my NA system. PLUS my NA mufflers are completely corroded.What should I do? I will be buying the racing beat revII within a month or two.

Well, to pass emissions you will need a cat. Period. I would think the cheapest way would be to get a universal cat with a input for an air pump, and get a muffler shop to fab up something to mate it to your catback.
