The shift up light gets its signal from the ECU pin 1K. It's imho just for economy purposes, not max performance shifting at all.
Seems to me you would need to go to the CONTROL UNIT page of the FSM and probe each pin on the ECU to make sure you have the right signal from the neutral switch and clutch switch etc . I assume the ECU needs to know if your in neutral or in gear etc for that light to work.
See wiring diagrams that are online.

Before checking the ECU, try this first. Does your cruise control work? If it doesn't, the little stopper on the top of your clutch lever probably popped out of it's hole at some point, and the switch that it would normally be pushed in when you release the clutch pedal is not being pressed in.
An easy way to spot what I'm talking about is to poke your head down in the floorboard like you're checking fuses, but push down on the clutch and look for a little rod that goes through a hole towards the top of the clutch lever. That hole is supposed to have a rubber stopper in it to press in that sensor's rod when the clutch isn't pressed.
The fix- get a penny and some RTV/ silicone. Put a dab of your sealant on the back of the penny and press it onto the front of the clutch lever where the stopped used to be.
Now when you release your clutch, the rod on the sensor is pressed in, allowing both your SHIFT UP light and your cruise control to work.
If your cruise control does work, then go with Hailer's method. Hopefully this helps.

Also, with the key to ON, engine OFF the alternators white/black wire will put a gnd on that shift light making it stay on all the time. Once the alternator starts putting out, the gnd goes away and the shift light is now dependent on a gnd output from the ECU when ever the ECU decides you need to shift up. Fuel economy item, not high performance shift related.
