so correct me if i'm wrong but the s5 actuators are controlled by the air pump right? and if they are pushed down that means that they are open?

Yes, they are controlled by the air pump pressure. The rod going into the actuator should be pushed OUT when the ports open (if I remember right). Just disconnect the vacuum line to the actuator and blow into it or use compressed air. You will see it move. See attachment.

so from what I see in the picture...it is pushed down when it opens right? because it seems like i have no lowend power

 

the actuator rod pulls in on s4's, and out on s5's.
