I tightened my throttle cable a little because it had too much slack and now when I start it it revs to 4000 and stays! It doesn't go back down. Normally it stays at like 3000 for about 5-10 seconds but its completely staying at 4000 and I don't know what to do. I've tried loosening the throttle cable back up but its not changing. Whats happening?
And what happened when the idle was at 2000 rpm or so? And what was the idle before you decided to play w/the throttle cable? You might want to create as much slack in the cable as possible and then press upward on the throttle linkage and then retighten the cable some. Could take two people to do this though. If you are by yourself then look at the rear of the throttlebody and locate the upside down screw resting against the Fast Idle Cam. Press downward on this linkage and place a large rubber vacuum cap on the screw forcing the linkage to stay down as far as it can go (this is the exact same thing as pressing upwards on the front throttle linkage as they move in opposite directions) and then retighten the cable some after it was previously loosened already.

So I tried all of that and nothings working. At the moment its doing its usual cold start rev (but a little high, like 3300) and then it goes down and bounces between 1100 and 1300. At this point I have no idea. I think its a vacuum leak, or maybe the plug wires, but I'm a little new to this.
Well you dropped the idle from 4000 rpm down to 1100 so that something is getting better. And you need to answer this question, what was the idle before you decided to mess w/the throttle cable? And if the car revs to over 3000 rpm due to the high rev cold start the idle will not immediately drop down to 750 rpm immediately as it takes time for it to stabilize to a level of 750 rpm as in a number of minutes.
Before I decided to mess with it it was idling about 900 after the cold start process. And on mine that cold start rev usually only lasts about 10 seconds. But I don't know its summer here and my parents make me park outside
Then what you messed with is likely the cause of it idling higher then it was before you chose to adjust the throttle cable and not something else. Have you tried to check the TPS to see if it is within spec? The Green/Red wire should read 1 volt w/key to on and the engine as hot as it can possibly get although the rpm needs to be somewhat lower to get an effective reading. You need to try once again to adjust the cable and leave it with as much slack as possible and see if this lowers the idle speed.
