Looks like they may be trying to shield them from RFI/EFI but why? And why give the spark another good path to ground?

i think they work like nology hot wires by making the spark more intense by shielding it

ok, this could be usefull if, if! you have older wires. the wraping will eliminate the arcing of any worn spots, or thin spots in the wire. by providing a direct ground you wont have any arcing to the body or nearby metal. allowintg the only "spark" to be at the plug. this shouldnt be needed with new wires unless you have a 10 gigawatt coil or some ****....

why do wires like that give power then? i once saw a dyno chart of a stock MR2 that gained 8 hp from just shielded spark plug wires

First: You can not get more power or performance this way.
This is a spin off of aircraft spark plug wiring. Most small airplanes (piston engines) have shielded plug wires to control radio interference. This is done because they have magnetos, which generate lots of noise.
This mod is in "RICER TERRITORY"
