That is the adjuster pulley for the power steering belt. You'd have to call a dealership and ask if they'd sell you just that and not an entire bracket, or worse an entire pump.

Try posting the in 2nd Gen Classifieds section. Power steering pumps are very common among used parts and someone might have a pulley for you.

From the scratches on the pulley, I'd guess he was trying to pry the belt off without loosening the adjuster.

You get the part OFF by taking thet 17mm nut on the front of the pulley and loosening it all the way..It will come right off..
The 10 mm Long bolt at the back of that Pulley and assembly is to Tighten and loosen the belt once you have the belt on.
It should be a fairly common idler pulley that you can buy at a Auto parts store. You do not need to Buy a whole Power steering assembly..Just that Idler adjustment pulley.
If you can't find one at the Parts Store then go to Mazda, they will order one in..(or go to a Pick and pull/Wrecking yard)..
Good Luck.STYX.

For what it's worth, the idler pulley for the A/C compressor belt is exactly the same as the broken one for the P/S belt. You can swap them and leave the A/C belt off for now. That way you can drive the car until you get a replacement.

^ You can drive the car without the P/S belt too.

Well yeah, but the wheel is VERY hard to turn. It'd be much better without A/C.
