1) especially since this is a rebuild, make damn sure you're not flooding before you 'holler "no spark". check the plugs if you haven't already
2) if your tach is jumping, then your trailing igniter is probably good
3) if you don't have an inductive timing light to absolutely verify no spark, try using a small flourescent bulb, held close to the plug wires...make the surroundings as dark as possible
4) check the 40A EGI INJ fuse (yeh, I know you said the relay is working, but check it anyway, something else might be clicking)
5) read out the CAS coils per the Haynes or FSM
6) you didn't fry the ECU doing something off-the wall, did ya?

ok its not getting spark I tested this out with the timing light all fuses good besides I dont know about the one inside the drivers side kick panel, and no the tach doesnt bounce, and before the car would atleast sound as it was going to fire and would I had no problem in the 75 miles I have on the rebuild... I do believe it may be the 15A engine fuse but were is it located on the fuse box cause I dont have the lid for it

It should be about 1/2 way down the fuse block...that would do it, if it was blown the main relay wouldn't be working...
