Actually I started it Or at least ran mine first even though it was to blow a junkyard engine so i didn't have any engine management or even guages. Just about 50 bucks worth of fabbing oil lines.

best turbo you can buy for under 500 bucks is a Borg Warner s-200 t04b p trim 1.15 backside. They are on ebay all day for 300 bucks. Spend another 150 for a .81 backside and get your fuel and timing worked out and you will be able to run with stock m3's and supra's.

The question was not "Can I run with an M3 and Supra with my TII" but what turbo setup on my NA engine would put me close (to Paraphrase)

You can get mid to high 12s on the stock turbo with a good 6 port engine. How fast do you need to go?

12-14. Closer to 14, but at that point, you're starting to push more heat then air.
