It's not flush. I wasn't able to do that and have enough room for the lights. Ever notice how the other kits go down into the bumper?
I am using FET Catz lights. The kit is not "light specific". I made a bucket, you provide the lights. I wanted to allow for flexibility so some could use HID, etc.

It looks really good man, I like how it comes up a little, but still keeps the lines of the car. Really nice touch, can't wait to see the finished product.

Also, I wanted to use the stock bumper. A lot of us would like the RE kit but can't afford the $2-3K to get it in the US and on the car. This is an easy drop-in arrangement allowing you to lose weight way up in the nose of the car.
BTW, in case it is confusing, the bucket rises above the hoodline. It is flush in the back where it meets the hood. This is the case with Eastbear kits as well. Mine also will have a lexan cover so the most expensive bit of kit, the lights, are protected (unlike the Eastbear kit).
I don't know if you can tell, but even this 1hr balsa slap-up has a better/closer fit than the stock cover. One of my goals at the outside was "better than stock" fit. I hate cheap looking crap. Even AArotary's C-West lights looked like crap in his magazine pics. I can do better than that.
