Wisconsin is so awesome, only five counties have emissions standards, the other 67 have absolutely nothing. YOu can get fines for disturbing the peace if it's too liud, other than that, it's all good.

I just had my 89 NA tested here in CA last Friday. I have a Bonez high flow catalytic converter (single cat) and a MSD CDI box (had to show the CARB sticker to show it was legal). I did have to replace the gas cap to have it pass (cracked seal). The visual inspection was pretty thorough. Here is a picture with what they check and the limits allowed.
