Flooding problems

I got a 13b that seems flooded. Started and ran fine a few hours later wouldn't start. Thought it was the starter so replaced it and still wont start. No clue what's going on been reading posts for about a week and checking what it could be and still got nowhere. This is my first rotary and I have no idea what I'm doing with them. Any advice will be greatly appreciated thanks.

When it wouldn't start, was it still rather warm? Warm rotaries with low compression have issues starting. One thing to try is to pull the fuel injection fuse under the hood, crank it over a few times to get the fuel out, plug the fuse back in, then see if it starts. You'll be wanting to do a compression test on it.

I am going to ask a couple of questions,
First when you say start do you mean when you turn the key it would turn over but not actually run?
Second, what led yo to replace the starter, or where you just throwing parts at it?
What I want to know is Crank Start And Run, did the engine actually spin when turning the key --> cranking
did it start ---> did the engine keep running after turning the key then run on its own power? <--- RUN
crank start run?

Series 4 or series 5? If it is actually fuel flooded you will need to...

1. pull the spark plugs
2. remove the EGI fuse
3. crank the engine a few times in 10 second intervals with the throttle wide open (this will expel the fuel out of the chambers)
4. clean and blow dry spark plugs or replace with new if worn/fouled
5. reinsert EGI fuse
6. attempt to start engine

IF series 5 you will...

1. pull the spark plugs
2. floor the accelerator pedal (bypasses the EGI circuit) while cranking the engine like step 3 above.
3. reinstall spark plugs
4. attempt to start engine

Word of advice, NEVER shut off a rotary that has not reached near operating temperature. It will undoubtedly flood. Such as starting to move it over in the driveway etc.
