im putting a lightweight flywheel in right now and i was wondering if this ring thing has to stay on?or do i need to take it off for my counterweight?

That is your rear Stationary Gear/rear main bearing, DO NOT pull this out. Put the bolts back in torque them to 12-27 ft lbs and leave it alone. I do recommend you replace your rear main seal though.
