"boost creeps to 11psi": That means your wastegate is not ported big enough, if indeed it is creeping.
"and falls to 5": When boost falls, I believe the culprit is turbo efficency. But I might be wrong.

Heres a pic of the lines, and a little explantion.

The wastegate actuator is activated by intake manifold pressure. So is the BOV, and the pressure sensor. If you put the Manual boost controller on backwards, your wastegate will not open and...boom. You obviously don't have it hooked up backwards.

Boost controller will not raise the boost. Do you have any mods? If restricted exhaust, small diameter, the turbo can't raise the boost. You'll need to open the exhaust and intake to get the boost up. Once you get the boost up where creep becomes an issue, port the wastegate, then the controller will do it's job.

"Boost controller will not raise the boost."
Hmmm...thats wierd, my boost controller raised my boost. Thats because it opens the wastegate at a higher pressure.

"If restricted exhaust, small diameter, the turbo can't raise the boost."
Wow, I must have one of those special TII's that makes 10 psi with a stock exhaust.

LOL. You probably have it hooked up wrong. Turbo housing -> brass nipple, then the blue nipple on the bottom -> wastegate actuator.

I thought the wastegate actuator was used to control the twinscroll actuator arm?

That is the stock wastegate and it's integral to the turbo. The flapper door you see in the pic is operated by the actuator in the above pics.

That is the wastegate. The wastegate ACTUATOR is a pneumatic piston that swings the wastegate door open.

Heres a pic. I google searched wastegate actuator and this is the first pic that came up. Its not a stock RX-7 wastegate acuator but it is very similiar.

but the door that controls is on the opposite side of the wastegate.

something else controls that smaller wastegate door

There is only one wastegate door. I believe you are mistaken somewhere. There are two actuators: One for the wastegate door. The other is for the twin scroll. On S4's, there is one wastegate hole and one wastegate door. On S5's there are two wastegate holes, but still one wastegate door, its just bigger. You could take a turbo apart and get a much better picture of what I'm trying to explain. The FSM is also a good source of pictures.

Just got home and what a dunce-
Sorry guys. I had the loss of memory as I was writing the answer in work just before I departed at 4:25. To finish the last sentence - Contoller will do it's job and raise the boost!!!!!!!!
My apologies!!!!!!!!!!

You have the keep turning the boost controler to where it starts upping the boost. Look the MBC should of come with a manual, if it didnt then there should be some markings on the BC( with either in/out written on the ports). "IN" is for the house coming off of the turbo nipple and "out" goes to the actuator....
