I never figured it out conclusively. I think maybe under-lubrication is the culprit, since the oil injection port is in the middle of the housing and those corners might not get as much lubrication as the center. I had a functional OMP but the engine had miles from the previous owner, so who knows what his oil change habits were like.

There are resurfacing services (Chips, Goopy, etc) but I believe they just skim the top layer off the chrome. I am not aware of any commercial services that fill in deep gouges. It's worth emailing them to see though.
Anything can be done, but I think by the time you find a machinist skilled enough to fill the area, grind it down, re-chrome, and polish, you will have well exceeded the cost of a set of good-used housings.
