From the FAQ:

I keep hearing a beep beep beep
Probably the power steering computer telling you there is a problem with the system. The number of beeps before pausing will indicate the problem.
1-beep, pause, repeat - in case abnormality of speed sensor signal:
In case broken wires or short circuits occur to sensors or harnesses, the buzzer sounds 60-seconds after the engine speed signal of 2200 rpm continues for 18-seconds.
2-beeps, pause, repeat - in case abnormality of engine speed signal:
The buzzer sounds twice and repeats when the vehicle speed signal is missing input and/or no engine speed signal is found (short circuit, broken wire, etc.)
3-beeps, pause, repeat - in case abnormality of stepping motor signal:
The buzzer sounds when there are broken wires or short circuits in coils or harnesses.
4-beeps, pause, repeat - in case abnormality of the power steering microcomputer:
The buzzer sounds 4 and repeats when there are circuit troubles other than with the micro computer.
5-beeps, pause, repeat - in case abnormality of steering sensor signal: Steering sensor is mis-aligned or failed or steering wheel has been improperly installed.

^ The FAQ refers to power steering problems. Depending on the year/model, this can be engine speed sensitive or vehicle speed sensitive. The speedometer is cable-driven and unrelated.

As for the 2 beeps, is your power steering acting up? Without a speed sensor signal I would think the P/S would cut out on you.

actually, is uses a default value and applys the SAME amount of assist all the time, instead of deminishing with speed or rpm., which is more assist then you're supposed to have, and should be noticeable.

That makes sense. Many of the other sensors fail to a default value too (water temp sensor, IAT sensor, etc...). If the P/S is the version that varies with engine speed, it should be easy to rev in neutral and see if the steering feel changes (or not). With the vehicle speed version I'd expect you could test the same thing by driving around. There are also bound to be tests in the FSM for this stuff.

The power steering is fine. no problems yet. I noticed that it went away the other day too. Its wierd. It comes and goes. Its an 89 T2 btw. Idk if that would be a factor for anything.

Next time you're driving and the beeping returns, try jiggling the key in the ignition just a bit and see if this stops the beep. The ignition has a key reminder beep to alert the driver that they left the key in the ignition and over time this aspect of the ignition becomes uber sensitive and will sound off when driving over bumpy roads and such. If this is the problem, then you need to lighten up the key chain some.

Had the same problem after a dash swap, except its 5 beeps. [5-beeps, pause, repeat - in case abnormality of steering sensor signal: Steering sensor is mis-aligned or failed or steering wheel has been improperly installed. ] How could the steering wheel be improperly installed? there's 2 alignment holes on the back?

There are alignment arrows which needs to be aimed properly when reinstalling the wheel. There is a diagram of it in the FSM.
