1991 N/A Emissions

I have a 1991 N/A with a stage 1 street port from hayes rotary and a R&D Thermal Catback dual exhaust. I tried to get it inspected, but they told me the numbers were way off. Does anyone know how to fix something like this and is it really that far off that I should just forget it and sell the car?
Here are the readings they gave me:

HC 3.7 gpm Limits = .8 gpm
CO 20.29 gpm Limits = 15 gpm
NOx .81 Limits = 2.0 gpm

Any help would be greatly appreciated because I have no idea...

are the spark plugs, plug wires brand new?
did you run the car for awhile befor bringing it in?
might be time for a new cat
did it pass last year?
hell a loose belt on the air pump might do it

Unfortunately, I just bought the car, so i have no idea what was done. He told me he got new belts, radiator hoses, and a new radiator. A mechanic of mine said that bad spark plugs/wires can cause the HydroCarbons to be high. He also mentioned that the O2 sensor could be the culprit. Anyone know from experience if either or both of these can cause these problems? Can this really be as simple as replacing the spark plugs? Anyone know a good rotary mechanic on Long Island by chance? Im just outside of queens :/

There is a pretty good chance that your cat converter is bad.

You need a tune up, a good catalytic converter and an operating air-pump. Cats last only a year or two on rotaries. Many people have tried all the tricks and then in desparation replaced the cat. THEN they pass the sniffer test.

Me included.

If you just bought the car a tune should be the first thing you do. The spark plugs could be the factory ones for all you know. I would start with a complete tune up and go from there.

I actually found out that there just shells of cats in the exhaust So im going to replace the spark plugs, wires and the cat and hopefully that will put me over the hump.

there is a table around here that shows what each failed test is caused by and what to check. i looked for a couple minutes and cant find it though.

Having grown up on LI I know how tough it is on emissions there. My guess would be the previous owner had a mechanic friend that would fake the test for him.
If you can manage it get a new cat that you can put on and take off just for testing day.
