Timing problem

I have a 79 RX-7 that I have slowly been trying to fix up and my most recent task is the ignition system. When trying to set the distributor I was told to find top dead center(first knotch on pulley) and then put the distributor in with the knub and dot lined up, but it won't start. The only way it runs is if the arrow on the distributor is pointing at the alternator instead of the oil fill cap. I have the electronic distributor from the later models. I'm not sure if there is something I'm overlooking or if it's a big problem, but any help would be appreciated.

The dizzy alignment is from the slot and the dimple on the bottom.
