pressure in oil fill

i have a lot of pressure and a little smoke coming out of the oil fill i was wondering what causes his and how much it costs. 92 genreation1 rx7

92 1st gen eh, pics? lol

Has the rats nest been removed? There are 2 nipples, one on the filler neck, the other one is below the first on the housing. Are both of these capped off?
