Not to be a dick but I now know the answer, and I will tell this, you will need a 5-gas analyzer. And yes the catalyst material must be hot, ~700F or hotter in order for the cat's to be properly lit off as we say in the industry. One way to ensure this, and please don't do this unless you absolutely have to, is try to get there when the line is short so it will be as hot as possible. Then go for a drive with the engine already warm, however, slightly drag the brakes in order to really load the engine. Someone may have a problem with this, however, I have taken several customers cars through the test station and this was neccessary. Thats not to say it is the proper way by no means, however I have seen it work. BTW, Doc should be here with the answer shortly.

Hmm, you have to make it lean out.
a. Lower the fuel pressure by adjusting the FPR.
b. Short the O2 sensor.
c. Mess with the idle variable resistor thingamabob.

I passed in FLA all the time. Get a 1 gallon jug of denatured alcohol (or methanol) from the paint store. (sherwin williams, homedepot etc) dump it in the tank the fill up half way on 87 octane.
Then Retard the hell out of the timing 10* or so. and get the cats hot on the way over. Leave it in 2nd and cruise at 5k+ rpm for a good 5 minutes. I usually retarded the timing even more in the parking lot. while waiting to take the test. Watch your coolant temps you can over heat easily now.
With your timing all out of wack U usually have to adjust your carb . I do this in the parking lot too. If your carb'd bring idle down to 800ish take your mixture a all the way down until the car starts to stumble a little. Leave it stumbleing.
Then go take your test!
With the FI cars after retarding the timing and using 87 octane and alcohol like above, I just opened up the VPC and leaned out the idle mixture until the car started to miss.
I always passed...

And remember this is a fuel injected, not carbed vehicle.
While it is on the 5-gas analyzer the tech has to remove the top cover of the Air Flow Meter and recalibrate it.
Why couldn't we have real adjustable air fuel mixtures like the older german cars?

Why did I want everyone to think about it?
I see alot of what I refer to as basic questions every day on this forum. Some from people that have been members for quite awhile. If the answers are always given to you then you will not become better at diagnosing. In order to learn, sometimes we must go thru the agony of the actual process ourselves.

So what you are saying is if anyone has a problem, they should try to figure out the problem instead of being bottle fed here?
I thought going thru the agony of the process meant we had to click on the search button to find the answer when noone helps after you asked a question here. No one told me that I had to physically do diagnosing. Screw that! I'm selling my car! LOL
number one RESPECT the DOC number 2 being able to figure out your own problems is KEY in owning these cars you might not always have a computer with the internet 100 KM away on the highway somewhere so you have to do it yourself thats the point.. if you cant do it yourself then use this but try it yourself first

Although I think they guys at the smog station guys/gals would look at you funny if you wanted to adjust it during a test? I'd just mark where it was originally, then back it off until the car starts missing alittle. (lean)

They see the "Guy" when they need their cars to pass in Ca.

And in 2-4 years there may not be any emission free testing States.
