Help loss of power above 3000 rpm

FL Help loss of power above 3000 rpm

ok folks. a little help.
My sons 85 GSL 12A has a issue with loosing power above 3000 rpm.
A little background. My son got the car in 2008 after graduating HS. He did the pull the rats nest, modified the carb and install a RB straight pipe instead of the cats.
In 2016, it was involved in a front end accident, that took until 2023 to get rebuilt. That included an engine rebuild (twice), as well as undoing the carb mod, reinstalling the rats nest, and installing a couple of California cats. Now, she runs, but there are issues with the idle (have to raise it to 1000 rpm, but the biggie is the apparent loss of power above 3000 rpm in any gear. It almost feels like a missing spark.
I've done the following:
1. All rat nest vacuum lines have been replaced,
2. All rat nest solenoids are working.
3. Wiring between the trats nest and the ECU are ok.
4. New plugs, wires, rotor and cap.
5. Leading and trailing advance vacuums work.CA CARB cats are installed. .
6. The aft cat is hooked up the the split air line. The front cat is not and the smaller spilt air line is plugged.
7. The Air pump is working.
8. When testing the ECU, the following readings were not in accordance with the FSM:
A, The Throttle sensor was reading 10.9 Volts instead of 8 volts
B. The Shutter Solenoid was reading 11.56 volts instead of below 1.5 volts
C. The Port Air Solenoid valve was reading 11.5 Volts instead of below 1.5 volts
D. The fuel pump cut relay was reading 11.5 volts instead of below 1.5 volts.
9. I can't get the throttle sensor to check out IAW the FSM.

I'm thinking either a carb rebuild (maybe some gunk in the primary jets) or a problem with the ACV.
Any suggestions will help. My son is suppose to come and take the car back to CA next month. I need it to run smoothly and pass the CA SMOG checks.

If you need more info, ask. I've fixed just about everything else on this puppy.

Sounds like a wiring issue given the readings on those solenoids and relays. Man, getting a car to smog in CA will be huge challenge.

A follow up to more troubleshooting.

One of the #2 Main Air Bleed Valve lines, located right above the Altitude compensator, was full of gas. the #2 MAB Solenoid is still good. Stranger and stranger.

A follow up to the loss of Power. I replaced the Emission Control Unit with a one from E-bay. Tested the voltages IAW the FSM. All now with in limits. Ran the car on the road. No more loss of power between 300 to 4000 RPM. BUT. now a have an issue with rough idling. I did pull the ACV to inspect and clean it. No problems noted in the ACV except for a bad gasket where it connects to the manifold. I guess more trouble shooting required.
