Easy. Remove sparkplug L2 and rotate the engine by hand until you can see or feel an apex seal. Then install the pulley with the timing marks up.

to get TDC on RX-7 pulley, you will need to remove the main pulley bolt. facing the rest, you will see a notch where the key goes. turn the engine til the notch is in the left. TDC will be 90% on the top. install the main pulley with ) on top.
I don't think he wants to tackle the 19mm bolt when there is a much easier method. Besides, the thrust bearings can get messed up if the pulley hub moves outward at all.

the RX-7 pulleys come in two parts; unlike the pre-RX-7, the only way to separate the two is to drill out the ribets. Since he has an RX-7, it is possible that all he did was removed the 4 bolts, leaving the other part in tact. So with the above process, there is no need to worry about the bearings falling out of place. All he will do is to remove the main bolt to look for the key notch.
