e-brake sucks
I like to show my friends a neat trick. The trick is where I go on a main road going 40 or 50 MPH and then I all of the sudden yank the e-brake. What happens?
Very slow deceleration!!!!
I never really worried about it, but I pulled off the e-brake cover off to adjust it because I thought that's all it was. The cable is now stiffer and the handle only comes up about halfway now, but it does the same thing!
Is there a different adjustment I need to adjust, or does my e-brake just suck?!

if you had drum brakes they would lock up......
easy,,,since you have a GSL its disk, so you can apply the brakes much harder berore they lock up....=better stopping power

The problem is you have rear disc brakes. Disc brakes suck for handbraking. Get rid of them for some drums, or just live with a handbrake that is almost sufficient to keep the car from rolling on a mild hill. (Twice now I've found my car rolled into the street, and my driveway is only like 5-6" rise over 10 feet)

No. I don't know a skyline forum, nor do I have the inclination to ever visit one. You shouldn't either. :-P
I noticed this too, I was pulling into my driveway and pulled the E-brake, and it was also a slow decelleration.
I've got an 82 RX-7...so it's definitely not a GSL like yours...I do have drum brakes on the rear though.
It is possible that I wasn't going fast enough to notice a real hard braking...I'll have to experiment with it at faster speeds to be sure though.
And speaking of pulling E-brakes, my friend and I were touging on a back road last night in his Hachi-roku (Toyota Corolla GT-S...AE86, 4AGE) and came upon a turn where he pulled the E-brake, but kept it engaged too long, and we ended up doing a complete 180 and narrowly missing a mailbox...
I just about **** my pants, lol, but it was definitely a fun time...
Some old lady that had a house right where we slid out came outside and was all like "OMG OMG ARE YOU OK?!?!?!" My friend just said a deer jumped out, ;-)

Speaking of pulling hand brakes, over the winter I start my car up which was up on jack stands. I go into every gear and apply the e-brake. Well, it snapped off the last time I did that, and for now I don't have an e-brake.
Just thought I'd mention that so you have something to think about when you're doing 40 and thinking of pulling it.

Back when I drove my GSL, I used that lever behind the gear shift as a U-turn lever numerous times.
If it don't lock up the rears, something's wrong... I dunno what could be wrong if you've adjusted it, but something's wrong... Probably a stretched cable.

On my 1982 GSL, the passenger side e-brake cable was "froze up", it would not move at all. I found this out while I was replacing the rear wheel bearings. I had noticed that my e-brake did not work right anymore, no matter how much I adjusted it. The e-brake only partially applied the driver's side brake. Since the other cable would not move, I could not get good pressure on the driver's side. I pulled the passenger side cable out, poured a little penetrant oil down the cable sheath, and started working the cable back and forth. It took a while, but it started moving. About 30 minutes of more oil and more working got it completely freed up. Quite messy. A local mechanic recommends STP oil treatment to lubricate speedometer cables, so I put some down the cable sheath before I put the cable back. Took a while to put the cable back. Seems to be fine now. My e-brake turn days are long passed though.
