the cable pulls the spring loaded part, but the rod and flapper don't move.

If I have someone hold the choke inside I can easily close it with my hand.

Ok, then your bimetal spring isint catching the tab off the choke rod.

On your last carb pic. Follow the choke rod to the left. Right where it hooks to the choke cable lever you'll see a rod that goes straight down, thats the fast idle rod. Continuing on you'll see a flat tab extending to the left and disappearing into a "C" shaped slot. Inside that box is a coiled bi metallic spring. The end of the spring is hook shaped. This hook is supposed to catch on the flat tab. Then when the choke is pulled, the bi metal spring will close the choke plate.

Now. To fix this, on the drivers side of the box/housing there are 2 or 3 screws that hold it on. Remove the screws. The box wont come completely off but you will be able to angle it away from the choke tab. Now while holding it away, use a small flat blade screwdriver to grab the spring and coil it past the tab. holding it there allow the box to go back into place. Now when you pull the screwdriver out, it should stay hooked on the tab.

Ok, I'll try and re hook it on the spring.

As for it springing back open:

if someone is holding the choke **** while i do it, it kinda falls back open....basically due to gravity

if I do it without somone holding the **** , it springs back open...but not due to the bimetal spring, due to the wound spring on the side of the choke rod beside where the fast idle arm attaches

got it back on the spring w/o having to take the screws off! yeah me! choke works fine now. battery charging, will update later.

how long did it run before it stalled? Did you double-check all the vacuum nipples and stuff? I still think there's a vacuum leak problem.

It ran for about 30 Seconds, i think it may have run for longer but my fuel cut relay jumper fell out i think. I will recheck all the vaccum plugs (maybe add some rtv or hylomar to be certain they are making a good seal)
I am starting to lean towards fuel pump/filter but i dunno.

I was gonna ask if you had fuel in the float bowls when it stalled, but if you think your fuel cut relay fell out them I suppose the bowls would be empty. Have you done a fuel pump output test? If you have a Haynes or FSM it's described in there. It's simple, just yank the supply line and let fuel run into a container for X amount of time and Y volume of fuel should be collected. If you think the filter is at all questionable, replace it. They're cheap and easy to install.

I was looking at those pics you posted. What did you use to block the hoses? I see the zip ties, but what are the plugs? Look like bottle tops.

How did it run for the 30 secs or so?

They are wire nuts

It ran quite smoothly, I kinda kept my foot on the gas to keep it alive.

I plan on changing the fuel filter out today.

Yup, with a bit of rust. Change it and keep a GOOD eye on the new one. If you have a bunch of rusty crap in your tank, itll clog the filter in no time.

Drop the tank, clean it, POR-15 it. Clean/flush out all the hoses and hardlines.

How does the water get in there in the 1st place? Is it condensation due to bad cap seal?

Try some drygas, that might help. Its methanol that mixes with the water and lets it burn. Absolute essential in northern climes.
