Old news, ongoing problem. The driving force behind these check points is to reverse engineer identification of smog shops doing "friendly" smogs. You're friend is just the initial flavor of that process. If your friend got a friendly smog within the last 6 months, he might want to give them a heads up.

These are pretty random. I use to see one in San Gabriel on Huntington/Rosemead on my way to work. They tell you to drive up a platform they got set up.

They also put the mobile sniffer on freeway onramps then mail you a ref ticket. Then wacky offers ghey sex for $0.50.
