It's supposed to, but the track record on 'earmarked' use of federal taxes is no better than California's with regard to state taxes... which is to say, the money is routinely swiped for other purposes.

Personally... I don't drive much at all so I wouldn't really care... plus it would give me an excuse to bike to work more often. However the principal in itself is terrible and I am tired of the government doing everything it can to control our lives.

Obama is quite possibly the worst president we have ever had.
