yes they are voluntary and the ARB guys generally tell the officer what kind of vehicles they want flagged in like (1980's trucks), different flavors on different days. Just tell them you dont want to participate, for the time being it's just a test program and is 100% voluntary.

Stupid question here, What if I visit the state of California and get stopped by this? I've removed emissions from my car and the vehicle is registered in IA where we don't have any smog tests.

Yup, federal trumps IA state. You're actually illegal in IA if you have no cat for instance. You just don't have to face smog checks so far less chance of getting hooked for it. But anywhere in the US you get in a situation where the police get you to open you hood, they gotcha.

They wouldn't know what they are looking at in IA, they probably would think its a v8 lol
I would be a college student so I could technically leave my vehicle registered in IA.

I guess this makes living in Sioux Falls South Dakota (middle of nowhere "Farming" state) something to be happy about...****, there aren't any emission testing or hassles of the sort. And it will be this way for another 20 years.
