Oh I have no idea. Do you mean failed a sniffer test? Because I pass legally every year with 2 high flow cats.

Type RS? At least its able to be recirculated so you'll be in full compliance. Just make sure your exhaust comes in under 95db at... 3k rpm? Maybe its 4k rpm, I can't remember.

A high flow cat has to have a carb number? Hmmm, when I was reading the CA CV codes last time, I could have sworn I was right about the cat issue. Maybe the ref was trying to get you and used that tactic, assuming you weren't aware of the Jan 1st, 2008 rule.
