Quick question on parking brake adjustment

1993 JDM Rx7

Just swapped my calipers out for a new set. Put everything together on the passenger side. Rotor spins and just barely drags on new brake pads. No worries.

throw the driver side on, but when I stretch the parking brake line onto the caliper it dont allow the rotor to spin at all.

few threads I read stated to adjust the cable from inside the car, but wouldnt that make the side that is fine loose to make the side that's too tight normal?

still kinda new to working on the car.

Yep everything is bolted in nicely. Just when I try to get driver side parking brake attached it wont let the rotor spin. I'm sure it just needs adjustment since it's new pads.
