which are you talking about? The HKS kit? or just the Garrett 3540 ball bearing turbo? You can purchase either from OSdesigns.
The "non-motorsport" ball bearing catridge does not tolerant extreme heat as long as a non ball bearing setup. This decreases the turbocharger bearing longitivity, and therefor won't last very long on the road course. The motorsport ball bearing catridge is available for this set up, however, its rather pricey... but that will be what you want for road race or endurance races.
On the other hand, the GT3540 turbocharger is a great street/autox/weekend-drag turbo. The combination produce a good responding turbo, with broad compressor efficiency.

Quite a few forum FD owners have the A-spec GT35/40 kits. From their posts, I get the feeling that they are real happy with it. The kit will come with exhaust manifold (SS tubing), SS downpipe, turbo, block-off plates, oil drain and feed lines and fittings, water line fittings, and wastegate and gaskets.

I hear rx7store can get the kit as well.

If you just need the turbo, you can order it from Tim at horsepowerinabox.com.

(A-spec can correct me if I'm wrong)
I believe they use the Turbosmart wastegate (45mm).

Exhaust manifold and downpipe are custom made for the kit in Australia. Very nice welds and quality.

i got mine from Tim a while ago. saved myself a bundle over A-spec's. (even with duty charges) but no one in the states can get this "kit" from him anymore...you must go through A-spec. you can still buy the turbo though. manifold is easy. it has a t3 footprint.

Look in the for sale section. Someone is already selling theirs.

I find it a bit "strange" that someone is already selling their kit. I know he has other curcumstances but for this kit supposedly being the latest/greatest, I'd keep it. :-)
