Why are you looking for the smallest turbo? If you are going to be buying a used factory turbocharger, why not get once suitable in size for your application, since there isn't a big price difference?
Off the top of my head, maybe a CT26 found in a MKII MR2 or MKIII Supra, or even a Powerstroke unit from a Ford 7.3L Deisel truck.
If you plan on upgrading to a good performance turbocharger in the future after your setup is working, make sure you choose a turbo to start with that has a comman flange size, such as T4.

The turbo Saab's used very small T3's, mostly with 40trim Exhaust wheels, and .48 a/r Exhaust housings, which are WAY too small for pretty much any rotary application. I'd pretty much stay away from any straight T3's, unless you're going for near-instantanious spool and a very compromised top end
