water cooled turbo, without water?

Hi turbo people,

I wanted to know if you guys think a IHI turbo that has water lines would be OK if I just ran oil thru the jacket, and into the oil supply port ?
I figure it will cool it well enough,I have heard of people just plugging the water jacket too. I'd prefer running oil in there at least.

In case you are wondering why, it's for a VW aircooled motor. I got a BB IHI for it.

Thanks
