I had a turbo timer on my 88 T2, but I have since come to the realization that it served little purpose. They are intended to help prolong turbo life, but I don't think they are useful when you have a turbo with a water-cooled center section. The 88 T2 has a water-cooled center section, and thus a turbo timer is not useful.

A turbo timer has zero effect on how much boost you get. If you want more boost, a turbo timer won't help you.

yes

a boost controller controls boost

a turbo timer keeps the engine idling after you take out the key so the turbo has a chance to cool down

i hope you know what your doing. turning up the boost without knowing what your doing can blow the engine.

I have seen as high as 10 psi on stock car, but might not be as reliable... anything highter you would want to upgrade the turbo, fuel system i.e injectors, fuel pump, RTEk, FMIC. and eventaully get a Standalone to do all your fuel settings if you decide to go with even more boost...
