Question pushing 17 to 20 psi on a .70 to .80 A/R

Would 18 psi be ok for lets say a hks to4e turbo? every one seems to using the t78 kit, for daily driving I think that would be to big. Or how about the GT spec turbos I would think having a .82 A/R with about 18 psi would be bitchn. Is there a down side of having a small A/R rate by pushing so much boost? other than peak power? I was having mid 11's in mind.
